Morning Cup: Problems in Housing and Sacramento

USA Today reports that $300 million in stimulus money is going to 61 public housing authorities that have been repeatedly dinged for mishandling federal money.

Sacramento might have problems getting stimulus funds because its mayor was barred from receiving federal money when he worked for a nonprofit. An inspector general investigation found that he used AmeriCorps members to drive him around and wash his car and that his nonprofit used members to campaign for school board candidates.

Project of the day: The National Oceanic and Atmospheric Administration will spend $167 million to preserve coral reefs and restore habitats for salmon and sea turtles.
