The judges said: “Reporting by ProPublica from the halls of Washington to tiny villages in Africa showed that jettisoning USAID in the name of efficiency inflicted deeply personal and tragic consequences on millions of impoverished people around the globe who had long depended on America for some of the essentials of life.”
