U.S. Moves to Add Conditions to Pakistan Aid, But Will It Follow Through?

As we’ve noted, relatively little of U.S. aid to Pakistan is contingent on the country’s cooperation with U.S. goals of counterterrorism and nonproliferation. A story today in the Wall Street Journal suggests that could be changing, though the details are still hazy. 

The Wall Street Journal, quoting anonymous U.S. officials, outlined a new White House approach to Pakistan that may make billions of dollars in security funding dependent on Pakistani progress in specific areas. Here’s the Journal:

Under the new approach, the office of the Director of National Intelligence James Clapper is compiling classified scorecards that track Pakistan’s cooperation in four areas, referred to in the White House as “baskets.”

… The four baskets are: Pakistani cooperation in exploiting the bin Laden compound; Pakistani cooperation with the war in Afghanistan; Pakistani cooperation with the U.S. in conducting joint counterterrorism operations; and cooperation in improving the overall tone in bilateral relations.

But how the new approach will work—and whether it will work—remains unclear, as most of the details are classified and the discussions with Pakistan are being conducted privately. So far as we can see, the administration hasn't publicly discussed any of it. (We've put in a call to the State Department and will let you know what we hear back.)

What we do know is that for years, the United States has wavered on the issue of conditionality—making efforts to ensure that the aid isn’t misspent and that it buys some cooperation, but also issuing reassurances to the Pakistani government, which is touchy about its public image and has balked at the prospect of aid with strings attached.

Since 2009, the law has required the U.S. Secretary of State to certify Pakistani cooperation each year in order to release certain security funding. But as we’ve noted, a recent report found that most of the aid requested for Pakistan in 2012, for instance, isn’t affected by that certification. Another report, issued in July 2011 by the Congressional Research Service, noted that “this kind of certification has been met with deep skepticism” [PDF] given the certification that was signed by Secretary of State Hillary Clinton even as the United States planned a covert raid on Osama bin Laden’s compound in Pakistan.

The White House announced in July that it would was withholding $800 million, or about a third of U.S. security aid to Pakistan. Pakistani officials said at the time that the amount wouldn't have "any significant impact" on the country's military operations but would damage trust between the two countries. 

i say no more dollars to pakistan under ANY circumstances. F them.  Declare economic war on them. As soon as we are out of iraq or afghanistan those pakistani bastards will go it and take over. They already help the enemy, therefore they ARE the enemy. Nuke them as far as i care.  WTF is Obutthead thinking about still sending those two-faced bastards more money that we’ve borrowed from China.  Somebody please run against obamaloma-ding-dong from the democratic party and get rid of him w/o putting a gop-head in there. You would think we have money growing on trees in Washington. The headline should read: How much money are we going to borrow from the Chinese to give to the Pakistanis? Sam Bull, not only Obama. Bush gave them $15 billion and that is what we know of. Who know how much went to them through all the other slush funds? Both parties are squandering our borrowings abroad. Detroit can do with some “foreign aid,” not Pakistan. Get a life, Washington.

All foreign aid should be based upon a few criteria:

1.  Does the country assist the US in its ad hoc programs?

2.. Is the country a real democra cy, or is it taking real steps towards that end?

3.  Is the country ignorant to what is going on around them and within their borders?

I’ve never believed foregin aid should be used as a punitive measure.  So much foreign seems to go to dictators to prop up their repressive regimes.  Hey, the US isn’t perfect, but they are too busy propping up dictators throughout the world.

Chalmers Johnson, former professor and former CIA, foreign policy & military expert was perfectly on the mark when he stated in his trilogy that we have become an “empire” analogous to Rome and other crazed places mentioned in history. His books give micro detail to our outposts, military present and budgets galore. George W. Bush should be hovering in shame within his wife’s most secret closet for what he did to our nation in his wet dream of tracking down Bin-Laden. I look forward to very substantial cuts on the order of 50% in the current military budget. Pakistan can go to hades with its corrupt military oligarchy. Real freedom will never exist in this backward place.

I am a non-resident Indian. I became a US citizen only after I lived half my life in this country. I maintain immense loyalty for the nation of my birth.
But I do feel, Indian intransigence on Kashmir issue has been a stumbling block in creating a ‘much better harmony’ in South Asia, between India and Pakistan.
India wants Pakistan to “submit” to India, as they did in the three wars between our countries. Pakistan was humiliated too much. It is high time for India to be ‘far more humble’ when it deals with Pakistan, and agree to refer the Kashmir issue to third party mediation. Whatever the mediator recommends, follow it. What I have read, over the years, is that there is not that much difference between the two nations’ positions. But India stubbornly refuses to submit to third party mediation, as a matter of ‘pride’.
For no good enough reason, India sees Pakistan as the enemy. The only enemy, if at all there is one, is China. Because China is all powerful, India never admits to this. The only senior political leader to openly say that was George Fernandes, who hasn’t been a hero of mine. But Pakistan has every “justification,” not necessarily reason, if I make any sense, to see India as its enemy, as India perennially beats them.
India may not budge to US pressure, as India sees US as an ally of Pakistan, which is no longer justified.
I may be deluding myself, by saying that, if the the Kashmir issue is solved between Pakistan and India, Pakistan would be far more receptive to genuinely cooperate with US in the bilateral matters of fighting terrorism, especially, if the Kashmir solution comes to fruition at US initiative.
Most Indians couldn’t care less whether whole or part of Kashmir is remains as part of India, or Pakistan. The vast majority of Indians are almost as poor as they ever have been. They are worried about how to survive, not thrive. But the educated upper cast and upper class, who are conveniently referred to as “the middle class,” thrives so well with the economic liberalization. They are the ones who are concerned about Kashmir. I don’t know how many would know that one of the poorest countries in Asia/world, Bangladesh, with half the per capita purchasing power of India, is ahead of India in human development index, in FEMALE literacy, life expectancy and infant mortality! This is because of the affluent decides India’s policies.

hey wow! just like us!  The Golden Rule: He who has the Gold, makes the Rules. and before you know it, the u.s. will be just like India, too. just what they want.

Obama should provide aid to the sick and dying patients whose lives are being destroyed by his major campaign contributors !!

Obama took $30,000 from Metlife Executive VP James Lipscomb for his victory party !!

I found Lipscomb’s signature on MetLife’s THIRD Non Prosecution agreement regarding Bid Rigging Sales of health, disability, life and related policies.

Six months after MetLife’s agreement was signed, Obama’s Directors reviewed quotes from numerous Federal Judges who have written about “MetLife and its henchmen” ignoring life threatening medical conditions of the very sick patients who file claims on the policies that MetLife committed frauds to sell.

They even ignored Multiple Sclerosis, brain lesions, cardiac conditions of many patients, and a foot a new mother broke in five places !!

Obama’s DOL/DOJ will do nothing to stop them !!

In the disability case of Ms. Brenda Zanny, U.S. District Judge Richard Enslen wrote :

“Metlife and its henchmen should appreciate that such conduct may itself precipitate the suicide death of a person who has placed implicit trust in their organization. This record is an open indictment of MetLife’s practices and treatment of the mentally-ill and long-term disability benefits.”

In the case of Ms. Jacquelyn Addis U.S. District Judge Honorable Timothy J. Savage wrote that MetLife and their consultant Dr. Gary Greenhood ignored :

“MRI reports evidencing Multiple Sclerosis”

“nerve damage consistent with Ms. Addis’s complaints of stumbling and falling”

“pain in the lower extremities, fatigue, weakness and shaking in lower and upper extremities, poor coordination, bladder and bowel problems, blurred vision, and other physical problems”

In the case of new mother Joanne Vick, U.S. District Judge Robert Cleland wrote that Metlife and Dr. Greenhood ignored a foot that Ms. Vick broke in 5 Places after she developed diabetic kytoacedosis following childbirth.

Multiple Cardiac patients endangered.
In the case of Wright verses Metlife U.S. Magistrate Judge Jennifer Guerm wrote these quotes :

“MetLife relied on clearly erroneous findings of fact in making its benefit determination. MetLife’s review of Plaintiff’s appeal consistently omitted or misrepresented relevant information in several ways. On October 18, 2004, Dr. Barnett wrote a letter to MetLife stating:

“I am gravely disturbed by your misrepresentation of the facts with regard to my discussion with your independent physician consultant and your lack of due diligence in collecting further medical information regarding Mr. Wright’s health condition. Indeed, Mr. Wright has ongoing cardiac disease including ischemia and loss of function due to previous myocardial infarctions.”

All of this is occurring while MetLife is dangerously violating their fiduciary duties under U.S. Title 29 1104 which requires them to:

“act with care, skill, diligence and prudence solely for the participants”

MetLife cannot be sued for punitive damages because they agreed to this law !!

U.S. Title 29 also requires :

“The claims procedures contain administrative processes and safeguards designed to ensure and to verify that benefit claim determinations are made in accordance with governing plan documents and that, where appropriate, the plan provisions have been applied consistently with respect to similarly situated claimants.” (Title 29 CFR 2560.503-1 – section (b)(5)”

That’s a small portion of the quotes I’ve sent to Obama’s DOL Directors. They have sent me letters saying it is their top priority to stop violations like these, but they have not even asked MetLife’s consultant Dr. Greenhood to stop ignoring Multiple Sclerosis and feet new mothers break in five places !!!!!!

Meanwhile, during his eulogy sermon Obama said we should :

“expand our moral imaginations”

“sharpen our instincts for empathy”

“do everything we can do to be sure that this country lives up to our children’s expectations”

** Prudential and Unum insurance also received Non Prosecution agreements for the exact same crimes of Bid Rigging in health, disability, life and related policies. Prudential and Unum have received multiple Non prosecution agreements like AIG as you will see below !!

AIG Rigging Bids in Workers Comp !!!!

WFAA-TV in Dallas wrote :

“a remarkable number of Texans committed suicide because they could no longer endure the pain caused by their injuries and they had been repeatedly turned down for worker’s comp care.”

“some insurance companies send peer review doctors medical files “stripped” of records important to the possible approval of workers’ comp claims. Those peer review doctors who routinely deny care receive lucrative contracts, while those who approve care fail to be rehired.”

WFAA also wrote :

“the number of insurance companies referred since 2000? Zero.”

When I learned of identical problems in Tennessee, I continued to challenge the Tennessee Bureau of Investigations Workers Comp Fraud Unit’s failure to post insurance company and employer convictions on their press release web pages.

Here is an exact quote from a letter I received from the T.B.I.‘s Karen Alexander :

” The other question that you asked is why there are only press releases on employees who have been prosecuted. So far, only employees have been successfully prosecuted.”

During this time Nashville’s WSMV-TV wrote a story about an injured worker named Dean Weidener who must be fed through a tube. He was paralyzed in Vanderbilt hospital because he was denied the medical treatment that his doctor ordered when he fell through the floor of his employers loading dock.

“Dean, frozen by back pain and immobile for months, suffered a clot, which is why he’s now in a Vanderbilt hospital bed.

AIG Workers Comp Bid Rigging

During the time of the suicides and Dean Weidners’ injuries AIG Insurance Company increased their sales of Workers Comp policies by rigging many bids and they were fined 1.6 billion dollars but no one was prosecuted !!!!

In 2006 the Securities Exchange Commission wrote :

“AIG will pay in excess of $1.6 billion to resolve claims related to improper accounting, bid rigging and practices involving workers’ compensation funds.”

Two years later AIG received $182 Billion of taxpayer money to bail them out !!

No one was prosecuted by the Bush administration in 2006 and the destruction of injured workers lives continues !!

The same crimes are committed against injured and deceased War Zone Contractors !!!!

Here are quotes from a ProPublica.org article regarding the Defense Base Act that provides benefits for injured and deceased War Zone Contractors :

“CNA’s failure to pay out benefits underscores the continuing problems with the Defense Base Act, essentially the workers compensation system for overseas federal contractors.”

“Reporting in 2009 by ProPublica, the Los Angeles Times and ABC’s 20/20 revealed deep flaws in the program.

Workers fought long battles for medical care, including such things as prosthetic devices and treatment for post-traumatic stress disorder. The Labor Department seldom took action to enforce the law. One official called the system a “fiasco.”

“CNA withheld portions of the investigators’ findings when it submitted the claims to the Labor Department, court records show.”

“Labor officials can recommend cases for prosecution to the Justice Department–but have only done so once in the past two decades, according to Labor officials”

This is about one percent of the evidence I’ve found, and I’m limited because I had orbital surgery on my left eye, and gthen I had cancer removed from my right eye while MetLife ignored my LTD claim for six years and destroyed my mind and my life !!

Obama and Bush have both promoted their Christian faith, but from what I’ve seen they both prove the “wickedness in high places” mentioned in Ephesians 6:12

I guess the good news is, Obama and Bush’s extreme evil helps proves the Bible is true and God exists; now all we need to do is believe, pray a lot, and do the best we can to live through the extreme suffering that has been caused and will be caused by the administrations of these two false prophets and the wealthy psychopaths who must control them !!

I hope we follow through after the Paks gave the remains of our high tech chopper used in the bin Laden raid to the Chinese.  With friends like that…etc.  They have their problems with radical Islamists and jihadists in their country - we know that - but if they cannot at least deal with the jihadists who mean us harm and stop extending weapons knowledge to potential future enemies like the Chinese then what good are they to us?

We might let planes drop from the sky by shutting the FAA or stop sending Social Security checks to the elderly, but dammit, we will make sure the corrupt governments of the world get taxpayer money as God intended!

Sorry, the sarcasm made that a bit imprecise.  Let’s try that again.

Rather than hand money to a corrupt government (in the 25th percentile of the Corruption Perceptions Index) to further their censorship (planning to ban social networks by the end of the year) and and other repression goals while—as pointed out by others—doing things that are explicitly bad for our people (handing over our military hardware to the Chinese), perhaps we should use that money to put foreclosure victims back in their homes, feed the starving children we all know exist in this country, or cut off the supply of drugs like heroin onto our streets.

Oh, but I forgot.  The Pentagon still lives in the Cold War, so I guess they’re worried that if Pakisan falls to the Nazis/Commies/terrorists, we could be the last domino.  So, clearly, it’s better to shovel money into various hellholes and support bad people (and risk alienating their people so they can hate us for supporting the regime) so that the…other bad people don’t win.  Makes for great budgets, I’m sure.

Yeah, Indian like “Indo”-Pak restaurants. You conveniently forgot that the wars the Pakistan “submitted” to were all started by (drum roll) PAKISTAN. Or that only 3 years ago terrorists trained, armed, and controlled by the Pakistani state (as brilliantly reported by ProPublica) murdered nearly 200 civilians in coldblood in Mumbai. Or that Pakistan has repeatedly shown itself to be a rogue failed state, ruled by a warmongering, genocidal military kleptocracy that has diverted billions of dollars to amass one of the largest nuclear WMD stockpiles, with which it repeatedly threatens India in insane brinkmanship. But, of course, Pakistan has every “justification” for its rogue behavior because like Wile E Coyote it keeps getting beaten by India. And the icing on the cake is that if India gives up Cashmere (and Kashmiri Buddhists and Sikhs might as well join the Pandits in being ethnically cleansed from their ancestral homeland), the sun will rise in the West, and pigs will fly, and Pakistan will stop stabbing the US in the back and behave like a civilized state and not the terrorist nation that it is. Yeah, right!
