Weatherization Funds: Cold vs. Warm Weather States

Under the stimulus package for the nationâs low-income weatherization program, the coldest receive $3 per eligible person for every $1 going the warmer states In fact, our analysis shows that as states need for cooling increase, they receive less money per eligible person. To see that effect, flip the x-axis on the scatter plot below between normal heating degree days and normal cooling degree days.*

*Heating degree days is the number degrees under 65 degrees times the number of days. Cooling degree days is the number of degrees over 75 times the number of days.
